What is a school district bond election?
School districts hold bond elections to seek approval from voters to sell bonds for the purpose of generating revenue. Bond revenue can only be used for new construction, renovations to existing facilities, land acquisition, equipment, technology, and other approved items associated with providing school district facilities.

Can the revenue from selling bonds be spent on personnel or other district operational costs?
No. State law does not allow revenue from bond sales to be spent on personnel or operating costs such as utility bills, supplies, fuel, instructional materials, or other costs associated with daily operations of the district. Therefore, potential salary increases, resources for instruction and all other expenditures from the Maintenance & Operation budget are not affected by bond revenue and debt.

Are homesteads taxed by the total appraised value of the home minus the state homestead exemption? I have been told that the state homestead exemption has increased from $25,000 to $40,000. Is that correct?
Homesteads in Angleton ISD are not taxed at the full appraised value. Homesteads are taxed by the school district based on the appraised value minus the state homestead exemption, which is $40,000. The state homestead exemption was increased from $25,000 to $40,000 in the May 2022 election.

What will be the fiscal impact to a homeowner if the bond issue passes?
The school district determines the school district tax rate, and the tax rate will decrease 3.74 cents if the bond issue passes. This is possible because the district is growing, and certified values of the school district came in higher than expected. The amount of school taxes will go down, even if the school bond issue is passed, if the appraised value of the homestead is not substantially higher than last year. School taxes are based on the tax rate, set by the school district, and the appraised value of the homestead, which is set by the county appraisal district.

Will all the bond projects be financed for 25 years?
No. The school district will not finance any project for a period of time longer than the lifespan of the project. For example, technology will only be financed for 5 years.

Will the state help the school district if a bond issue is passed?
School district bond issues that pass and are approved by the state, are guaranteed by the State of Texas with the Permanent School Fund. This helps the district and local tax payers as the state guarantee results in a lower interest rate for bond sales.

What is being proposed in the November 8 Angleton ISD School Bond Election?
The Citizens Facilities Advisory Committee has recommended, and the School Board has called an election, that includes the following projects:

Was the Community Survey conducted by the school district?
No. An independent third party conducted the Community Survey, and the school district was notified of the survey findings the same evening the results were presented to the Citizens Advisory Committee. Projects included in the Community Survey had been previously approved by the CAC.

When will the Angleton ISD bond election be held? Who can vote in a school bond election?
The general election date will be November 8, 2022. Early voting will begin October 24 and will end on November 4, 2022. We recognize the importance of the bond election to all stakeholders in the district and encourage all registered voters who reside in the school district to vote.

I am not registered to vote. Is it too late to register if I want to vote in the November 8 Bond Election?
To vote in the November 8 Angleton ISD Bond Election a qualified voter must be registered no later than 30 days prior to the election. A voter registration form may be acquired from the county elections clerk.

What if I want to vote with a mail ballot, how do I obtain one?
You may request a mail-in ballot by contacting the Brazoria County Elections Clerk.

Where do I go to vote and what form of identification will be accepted?
Voting on Election Day, November 8, will be conducted at polling places and times that will be made available when released by the county elections clerk. The same information will apply to early voting, October 24 – November 4.
Registered voters in Angleton ISD are reminded that they must bring a photo I.D. to vote in any election held in Brazoria County.

Did the school district seek community input before identifying the bond projects being requested?
Yes, a Citizens Advisory Committee, comprised of citizens from throughout the school district, worked for several months before making project recommendations to the Angleton ISD Board of Trustees.

Were other facility projects considered by the CAC in addition to the projects that were recommended? If so, why aren’t those projects included in the bond issue?
Yes, other campus projects were discussed by the CAC as well as alternate projects to those eventually approved. The projects considered the highest priority were included in the recommendations made by the committee. The general parameter given to the CAC by the school district was an interest in not raising the overall tax rate.
